Objectives can link to focus areas. An objective can align to a parent objective or parent key result. A missing focus area link is an attention item in alignment/health views, not a general phase progression lock.

Report weight belongs to the usage. The measurement series and success criteria belong to the KPI. Closed reports display a closing snapshot; personal dashboards show the KPI's current series.
