Problem: Resource Analysis Is Blocked / Not Progressing

Problem examples:

  • "Start Resource Analysis button is disabled"
  • "I cannot create a VRIO report"
  • "Resources do not appear in Add from Library"

Step-by-Step Recovery

Step 1: Verify phase prerequisites

  1. Ensure your strategic cycle exists and is selected.
  2. Open Analysis → VRIO / Resource Analysis.
  3. Confirm the module is available in your plan.

Step 2: Verify scope and permissions

  1. Confirm your role can create/edit in VRIO.
  2. If you are Team Lead, verify your unit scope and plan settings.
  3. If unit-level strategy is disabled, ask Strategy Manager/Admin to create at allowed scope.

Step 3: Check plan limits

If API returns a 422 limit message:

  • Your per-unit analysis limit is reached.
  • Options:
    • Continue with an existing report
    • Remove obsolete reports
    • Ask admin to adjust plan limits

Step 4: Fill library before scoring

If report detail cannot be populated:

  1. Go to Library → Resources
  2. Add tenant-level resources by type
  3. Return to report detail and add items from library

Step 5: Complete VRIO scoring

For each report item, set all four dimensions:

  • Valuable
  • Rare
  • Inimitable
  • Organization

If one or more fields stay empty, result can remain Uncertain.


Reality Check: No Approval Button

If you expect "Request Approval" for VRIO, that is outdated guidance.

Current product behavior:

  • VRIO reports are created and managed directly
  • There is no separate submit/approve/reject step for VRIO
  • Approval workflow is currently used for OKR processes
